1960 Evinrude 75 HP

Hi. I have a 1960 Evinrude 75 hp. I replaced points and condensor and had spark. First rotor being new shorted out so then I cleaned second rotor and had spark for awhile when it was idling. Thought it ran out of gas found out it was a carb issue went to start it and nothing. Back fired once in a great while figured out now I only have spark on bottom 2 cylinders. What should I try next to get spark on all 4 cylinders. Rotors are 20 dollars so don't want to mess up another one of those. Why the shorting out? I have since the first rotor burned out fixed the timing so will that stop the shorting out?

If I need a new cap where can I find the cheapest one??
 
Check wires with an ohm meter,reading roughly 1000 ohms per foot,not sure though. Cap might be bought on this web site.
