need help with my inboard out board 1977 searay

Stern drive will go in gear with engine not running but with engine running it will not engage does anyone have any idea what this problem could be? Any help would be greatly appreciated thank you
 
This is the OMC side of the forum.
Is it safe to assume that this is an OMC Stringer drive since the Cobra was not an option in 1977?
