Honda 8hp outboard starter motor

My pull cord on my outboard got stuck and wouldn't rewind so I took the starter motor out and un screwed the top off and undid the circle in the middle which held a spring and about 5 pieces of metal that slots into groves, got it to rewind put it back together and started it up and it's making a noise like someone's ring a bell?
 
You have electric and recoil start on the engine? A ringing noise sounds like something dragging on the flywheel. Are you sure the spring was rewound enough? Did you remove the recoil and wind it on the bench?
