F115 Yamaha rusty spot on lower unit

I have an otherwise reliable and dependable 2005 F115 at the parting line of the intermediate housing and the lower unit it has developed a rust spot extending on the top of the cavitation plate. Any idea what would be causing this issue? Thanks.
