chrysler 7.5hp issues after rebuild help

Ok I rebuilt my Chrysler 7.5hp its a 79 72h9b motor during the rebuild it got new crank seals and the head and block machined due to it being warped and new head gasket put it all together and now it only runs 2/3 to full throttle carb is clean and so on I hope u guys have a idea willing to try anything I'm running 93 oct with ams oil in it around 50:1 40:1 and plugs after I run it are a light brown off white I wanna say a little lean but don't think its a issue I add a touch of fuel and it chokes

I've been running it threw my head all day now u say that about the choke males me wanna say its getting to much fuel sense it won't run with the choke on

First post you mentioned "plugs after I run it are a light brown off white I wanna say a little lean "

Trying to determine if your low speed / idle circuit on the carb is functioning. If your getting too much fuel the plug will be wet and fouled.
 
I have around 145 psi for top and bot cyl
Also has good spark checked that also the plugs were brand new and i only ran it fpr maybe 25 mins
So i could be wronb on my plug diag
 
Do you have a tachometer on this?
