1959 5.5hp johnson sea seahorse has no power

I have a 1959 johnson seahorse 5.5hp
i put the engine away and got it out the next year and I had no power when the boat was under load.
i figured out that one cyilinder was at 50and the other one was 60 so I replaced the piston rings thinking that would solve the problem, but it didn't. This site said the rings part number was 486276 and there were none available and I got part number 378432 instead because that's what a marine mechanic had told me. I now have a compression of 70 in both cylinders and I was to that to operate it had to be between 60-90 and now I'm thinking that the rings weren't the right match?
the engine has all new gaskets and the crankcase was sealed correctly, carb rebuild, new reed valve plate, and I even got the m44c ac spark plugs that the owners manual requires, every bolt was torqued to specs.
I would really appreciate it if I could get this done by the end of June,thanks for reading and I hope you can help me out.
