Trim motor issue

I recently purchased a 1978 Aztec with an OMC sterndrive and I can not get the trim motor to work correctly. I have replaced the motor with two new ones and checked all the gears but it still won't lift or lower it. Any ideas ? I am lost and have no idea what to do next.
 
1st - grease the trunnion bearings where the drive pivots, then disassemble and clean all wiring connections on the high current side of the relays with a file or fine sandpaper as well as the 50A fuses that are probably rusty in the holders.

p.s. that's NOT a trim system - it is tilt only for trailering the boat. Do not run the engine with the drive anywhere but full down 100%
