mercury 200 20hp starting issue

I have a 20hp mercury outboard think its 1970s pull start long shaft. The engine has been sat up for almost 20 years yet still seams to be in great condition. I have changed the spark plugs, oil, fuel line/primer, fuel and i have cleaned the carb (not that it was needed). Even though i have done all this i have now got stuck at the first hurdle as whilst in neutral i cant seem to get the hand throtle to start position. I dont reli know wat to look for? I am also slightly worried that it may even be the way im trying to start it? I have also changed it into forward gear (sadly only just found out this is not advisable when the engine is not running) and hand throttle goes from gear change to start and then excelarate. If any one has any ideas would be greatly appreciated

The crankshaft seals may need replacement after so many years. About half of the old Mercs I work on of that vintage need new seals; if not, they start and idle lousy, and can fry pistons at speed.
