Mercruiser 350 Horizon Hard starting

I am having a problem starting one of my engines. I have to turn the key on and wait for the fuel pumps to run then stop and repeat about six times in order to get it to start without excessive cranking. When it starts, it runs fine at all throttle settings.

I have changed both high and low pressure fuel pumps without success.

The problem seems to be that it's losing the prime of fuel in the lines, Or the carburetor (disregard that if it's fuel injected?).
Maybe the anti-siphon valve is faulty, & letting the fuel settle back into the tank? I'd check this first.

He has mentioned the engine is a MPI (Multi Port Injection). Hopefully he has checked and replaced the fuel filter or filters if he has the later Gen 3 cool fuel module which it seems like he may have which should make the engine an 04 or later engine model if true. Also the fuel pressure will need to be checked. As mentioned the engine serial number helps a lot.
