Nissan 3.5 shift problem

My 2008 3.5 four stroke outboard has an ever increasing difficulty shifting back and forth from neutral to forward. Had the lower unit off and no problem down there. Also squirt a lot of WD-40 along side the shift lever. No change. Anyone have an idea?
 
You didn't mention precise model (year is irrelevant).
Did you remove and lubricate the shift lever (between the 2 o-rings)? Salt and crud can make it past the o-rings and increase the force needed to operate the shift lever.

It is a model NSF3.5A. No I did not remove the shift lever. I do not have a repair manual and didn't think it good to do with out knowing what to remove. Looks like the power head needs to come off first. Is that correct?
 
Yes.

There is a ceramic ball and spring for the shift detent that you don't want to forget, and 2 o-rings on the shaft that probably need replaced when you clean and grease the shaft.
