2000 tohatsu 9.8b Lower unit leak

Noticed a small water leak between lower unit and intermediate unit. Its in the front of the unit (not prop side) Looks like a small hole. Is this hole supposed to be there to release water from a internal water leak like a water pump gasket? Thanks for any help.
 
Most outboard motors have wee holes in the lower unit housings.--------It is to drain casting cavities to keep them from freezing in cold climates.----I have seen these holes plugged with sand and debris.----Have also seen them plugged with RTV by those who simply do not know about these things.

With motor running with earmuffs on water squirts from this spot. Not like its just draining
