Lot of h2o from weep hole front of lower unit

2005 115hp 4 cyl mercury out board. When test running using muff, a lot of water escapes from the weep hole in the front of lower unit. Is this normal? Also when lowerunit is removed and water is connected to flush connection some water exits from the hole that drive shaft occupies when installed. Is this normal? All help is appreciated
 
So you have water coming out of the seal, on top of the water pump that the drive goes through (as it enters the lower unit)??
