40hp mariner cutting out low idle

hi I am new to this I have a 40hp mariner 2 stroke longshaft once its started have to in high revs or it cuts out. Will cut out taking it down from high to low revs and will not idle replaced fuel pump cleaned the carbs etc etc lost for ideas.
 
Often folks will jump all over the fuel pump and carburetors.-----------I start with a compression test because it is quick and easy and tells you a lot.----Then a check to see if there is spark at each cylinder that will jump a gap of 7/16" or more.-------Both quick and easy checks and no money wasted by guessing at what may be the problem.
