Just bought a 1975 Evinrude 9.9 outboard. on the "maiden voyage", the recoil starter jammed. I took the hood off and the bolt had worked loose. When I tighten it all the way, you can't pull the cord. When you leave it loose enough to pull, it semi-spins with the whole mechanism and will surely come out again. From the parts breakdown, it appears i have all the parts. I didn't look for the washer on bottom though. Any ideas?
