2004 mercury 225 efi

Hello everyone let me start off by thanking you for taking the time to help me out. So, I’m having issues with a 2004 mercury 225 efi where it seems to be starving for fuel. When on the water, the RPM’s go as high as 3000 on its own. Then, with an open throttle and repetitively squeezing the priming bulb, the RPM’s go as high as 4000 and the boat is finally able to plane.

What I’ve done to get to this point is: emptied out all old gas and put non ethanol fuel, new water separator filter, new priming bulb, ran new fuel hoses, new spark plugs, new check valve, new oil tank, cleaned fuel pump, cleaned fuel injectors, checked mechanical fuel pump, and cleaned fuel pressure regulator. The fuel pressure is at around 36 psi.

For some reason I feel it’s a bad fuel pump. I'm holding back because the fuel pressure seems to be good. I’d like to get some of your opinions before I keep pouring money into this. :confused:
