How to service reed valves on 3.3 mariner 2 stroke

I have a 3.3 mariner 2 stroke that either won't start or runs erratically. I've cleaned the carb, checked plug for a spark. Read a previous post that someone with similar problem poured mixture into the inlet and exercised the reed valves. Where are they and how?
 
Reed valaves are right behind the carburetor.---They generally do not cause any problems.---Not sure what is meant by " exercising them "-----------One thing that happens is foreign materials can hold them open and then they do not work properly.-----------I would remove the carburetor and inspect them.
