VRO warning buzzer

I just acquired a 92 Evinrude 200 XP. Mounted it, rigged it on a boat that had a 91 140 looper on it. All the controls, wiring, oil tank, etc, were left the same. On the first shakedown run, the VRO warning buzzer started going off, on for a sec or two, then off, then on. I was running premix at 50:1, just to play it safe. I pulled the plug on the VRO wiring to shut up the alarm, marked the oil tank level, and ran 15 gallons of premix through the motor this weekend. The oil level in the tank is going down, looks like the right amount, so the VRO pump is pulling oil. I did prime the oil system before running the motor. The motor seems to run strong, except there is a hesitation when going to full throttle. It seems to take a second or 3 before it starts to rev, it drops some revs, then kicks in. I'm thinking the carbs need cleaning to cure the hesitation. The VRO buzzer has me concerned, where should I start trouble shooting that? Thanks in advance for any help.
