Nissan NS90A with water in one cylinder.

Have a 96 nS90a with water in the lowest cylinder. Cylinder head and gasket changed with no result.
No visible crack,s in cylinder. Any suggestion what to do next. ? Any common problems ?

Compression is a little bit lower than the other cylinders.No leak-down test.
Tested with an old manual meter....
Is it possible for water getting in to the crankcase if any seal or gasket is broken ?
 
Yes, possible. Water, being heavier than fuel would tend to appear in the lowest cylinder first.
