Motor keeps starting

My 1987 Evinrude 70 hp wants to keep turning- When i try to start it it spins normal and then spins real slow,but doesn't start. and when i turn the key off the motor still turns slow, so the i have to disconnect the battery to make it stop...HELP...........Thanks
