Carburator steam

Took boat out for first shake down run. Ended up with steam pouring out of carb. I got it up on plane around 2000 rpm, temp running 150 never changed, had dog house open and noticed, I thought oil smoke from leaking valve again, light steam at that time. Tried more rpm's and around 2500 then it really starting blowing hard steam, shut it down and it steamed for a long time after.
 
Pressurized and had a very slow leak. No sign of leak from hoses. removed exhaust manifold. Did a compression test and 1 was 120, 2 was 120, 3 was 150, 4 was 150. This is a remanufactured engine. Squirted oil in cylinders and got 145 on 1, 145 on 2, little higher on 4 and 5. Checked again later and they were 1 was 135, 2 was 130.
