no power to fuel pump

With the ignition key on only, the fuel pump will not be receiving power.
In order to receive power one of two things needs to occur;

1.... Engine oil pressure must close the normally open oil pressure switch.
2.... The start-by-pass circuit must close the circuit during cranking.

.

If its fuel injected and has the MEFI computer, change the fuel pump relay after checking the fuse...

if its a carb-equipped engine, check what Rick suggests in post #4

where would i find the oil pressure switch?
Usually Port side, down low and near the OEM oil filter location.
This will be a N/O switch, so when you test it the circuit will be "open".
You could temporarily jump the two terminals, and see if the pump operates.

NOTE: it is a USCG regulation that this LOPS be active and NOT circumvented.
