'91 Merc 5.0, 2bbl carb, stutters/coughs >1500rpm on the water

5.0 Merc, 2bbl carb. New Sierra fuel pump, plugs, fuel/water separator, fresh fuel.
fuel filter mostly clean. Risers are of unknown age.

On mouse ears on the driveway she'll do 4000rpm in gear. On the water, anything >1500rpm or so it coughs/sputters, will not increase revs and almost dies.

I'm thinking risers are rotted out causing water to get in cylnders under increased load and blow out the spark........but could it be a carb issue?
 
what it does in the driveway (no load) doesn't mean much...btw, that's a great way to take life off the water pump impeller...

If you think water is getting into the cylinders, pull the spark plugs and see if they are wet.

you also need to make sure your fuel is fresh, it is getting into the carb, and the spark occurs and at the correct time...
