76' 85hp johnson tilt/trim pump issues

my tilt/trim pump seems to be ok electrically, but motor wont go up with weight on it. I can get it to go down, but not up. Any suggestions? Cant afford to replace it so I am willing to take on the task of rebuilding if necessary. thx
