Rewind spring replacement?

I have a Wards Sea King 9.2hp, model number VWB27909A. I installed a new rewind spring for my starter, but I can't seem to load the spring correctly. I tried installing it with no preload, and then I tried both a clockwise and counter clockwise preload wind, but neither would make the cord rewind. Everything turns freely with the spring removed, everything is thoroughly greased, and the retaining caps are on correctly. Any help would be greatly appreciated.
 
there is a video on youtube showing how to do that.to turn the spring you must make a tool(screwdriver with a bolt welded to it).I just did this to my 15hp sea king.two people make it easy...
