Bypass your kill switch and see if that helps. If not, check to make sure you have a good ground to the ignition switch.

Thanks so much for trying to help. Question: If a kill switch is not connected at all to the ignition switch, is that the same as bypassing the kill switch? Thanks again
 
Can't answer the question. In some cases, the kill switch is set up to break a connection. However, in most cases, it is set up to make a connection when activated - specifically, it grounds the engine stator, which will keep it from running. Not sure how your Mariner is set up. I would post your issue on the Mercury/Mariner forum on this site since Mariners have always had Mercury wiring. Go to the top of this page and click on "Forum Home", then click on Mercury Outboards."
