Tohatsu m90a not starting help

Have a tohatsu 90 and all of a sudden this thing won't start it makes a buzz like its not getting juice. Also when I press trim it does same thing. New battery, fuses good, new terminal connections ?


What else can this be
 
Possibly a bad ground. Verify all wiring connections, then check voltage at the starter while trying to crank.
