2001 mercury 40hp low rpm

the max rpm on motor is 5500 i can not get more than 4000 rpm out of it any suggestion would be appreciated

Perhaps there is something wrong with the motor ---------Not enuff info given !---------Is the motor " new to you " ?-------Is this something that started all of a sudden ?-----Gradually got worse ?---------Different prop installed ? -------Mounted on a " new to you boat " that is bigger / heavier ?
