Stuck! 40 HP spitting fule back out the carb?

Hello anyone! pulled my boat out of the water 8+months ago to do some work (including replacing the prop as I believe it was spun) Tried starting it yesterday and could only get it to run a few seconds then nothing. suspecting it was flooded i pulled the plugs and sure enough they were dripping wet. after drying them and the cyls tried again and got the same result only this time I relized that as I cranked the motor she was spitting fuel out the carb? What does this mean? could I have messed something up with the exhaust flow when I was replacing the prop? I also noticed cooling water stopped comming out of the back after the 1st time it fired. could these be related? Any help would be greatly apreaciated!!
 
What type of motor is this ?---2 stroke or 4 stroke ?--------Do you run the carburetors dry when motor is not going to be used for a while ?
 
Probably flooded beyond belief, likely caused by a stuck float valve. What is the exact model?
