Swivel bracket replacement on 15 HP Mercury 2-stroke

My swivel bracket broke and needs to be replaced. Can the swivel bracket be removed without taking the power head off? Any suggestions welcome.

Thanks. It was a bit tricky, but I managed to remove the swivel bracket this way.

How did you replace the swivel bracket? I’m in the process of that now on a 115
