2003 Honda 50hp petrol leak

Hi People
I have this honda which I have not used for about 12 months. I didnt drain the fuel or anything and today attached the muffs and started her up.

Kicked over and runs no worries at all BUT I notice the lower carb is leaking fuel from this silver disc thing on the side of the carb.

I would assume this is the float stuck in the down position

Any ideas if i am correct or not and more importantly any ideas on how to repair this travesty?

Try tapping the carburetor body to see if the float valve will loosen up.------------Always run carburetors dry when finished boating.
