My tohatsu M40c wont start

I can't get my tohatsu M40c to start. I believe the problem is electrial but not sure to start. Any help wpuld be appreciated

Start with the Factory service manual, available from any dealer (including me), and diagnose the issue. Test the electrical, fuel, and mechanical systems to isolate the problem. Is there spark to the plugs? Is there fuel to the carb? How long has the motor been sitting with old gas in the system?
