Odds are the carb needs a good cleaning. If you need to richen the mix by adding choke, that's typical of inadequate fuel delivery to the air stream.
 
i removed carbs took them apart cleaned jetsthe bowls seemed dry w brown build cleaned all and reassembled r&r carb lines and also
fuel filter tried starting starts and dies wont hold idle and seemed like lower carb is over filling with gas cause its was coming out from throttle
i dont know if floats are working properly at this time im stuck need advice thanks
 
The bottom carb (at a minimum) has an issue. You definitely need to revisit the carbs. A proper cleaning and adjustment is called for. That means removal, complete disassembly (including jets and emulsion tube "nozzle"), and then a 4-hour bath in real carb dip (for all non-rubber bits), followed by a liberal blow-out with generic carb spray, and finally a careful reassembly, paying close attention to float height. No shortcuts here. If you aren't able to determine proper float valve operation, seek the assistance of a more knowledgeable mechanic.
