I was at the dealer looking at a brand new 13' whaler with the factory installed Merc 40hp I noticed there was a huge amount of freeplay in the steering linkage, my is there an adjustment for this issue?

Sounds like the "rigging" was maybe a little rushed.

If the steering system is sound and the correct link rod is used there should be little to no play - there really is nothing to adjust assuming it's a simple rotary or rack style, cable driven steering system.
