1996 502 xli electric fuel pump wont activate

I have a new 502 xli just rebuilt,engine completely installed ,I cant get the 2nd generation fuel pump to come on ,nopower to fuel pump
I have 13 volts at the 10 amp fuse box on the side of the block,Im stuck can anyone give me direction on how I should trouble shoot from here?????
 
try changing the relays, especially if they are original. beyond that, you need to trace the circuits to find out why the power isn't flowing to the pump. does the pump ever run when the key is turned to RUN?
