2005 115 A2 missing on top cyl

OK. Motor was running fine and then would not exceed 3800 RPM. I took out the plugs and the top one was fouled, the others were clean, so I switched to another plug & it got better, (4700), but not right. So I changed the coil, right? Nope, same deal, 3800. Any thoughts here?

Start with the Factory service manual and diagnose the issue. Did you check the top carb float height?
