25" x-long shaft on 21" transom?

I've come across a nice deal on a great running 25" shaft motor. My problem is I have a 21" transom.

I have the room I need to lift the motor when needed, but my questions regard will the cavitation plate be too far under the boat? I can't seem to find a definitive answer, some say it'll be fine, others say it'll be impossible to steer etc.

I'm not looking to race across the lake or even reach top speed, ever.

What are the pros and cons?
 
A jack plate (hydraulic or manual) may provide the fix you need. If you can set up so that the anti-cavitation plate is in line with the lowermost point on your transom, that is really all you need to do.
