140 chrysler outboard 1979

I just bought this boat and runs great outa water. It has set for 2 years I get it in the water and won't get over 2500 hundred rpms any ideas what can be going on.
 
They all run " great " out of the water !----That is because the motor does not have to do any work.-----Start with a compression test.-----Then check to make sure you have strong spark on all cylinders.-----------Then look for fuel problems with carburetors or a ruptured diaphragm in pump etc , etc.
