4 stoke recitifier/regulator problems

I have a 05 mercury 115efi 4 stroke that i have replaced the recitifier/regulator. I cranked it one time and on the second time it seems that i have the same problem again. what other problems would make this part to fail twice.
 
couldn't get the motor to turn over or the trim to work, took it in to dealer and had the regulator and fuses replaced two weeks ago, we went back to our place this weekend we cranked the motor before putting it into the water. when we backed it in the water, we couldn't get the motor to turn over or the trim to work again. I don't have anything to check the voltage with me, but the fuse is blown again
