plz help... unknown year mercury merc 650 65 h.p thunderbolt iqnition parts ????

Unsure if it even runs don't know the year or even how to test it out of water it has a serial of 2505789 no where can pull it up the engine is marked panther 3843261 I'm looking for a top motor cowl I guess its called what do I look under where do I look under how do I test it out of water????

2505789 makes it a '69 4cyl, 3843261 makes it a '74 3cyl. So is it 3 or 4cyl? You can test it by either getting a pair of muffs for the job,or putting it in a tub of water,and the tub is what I would recommend.
