not starting

i have a force 125 outboard model#1251x6b i cant get it to start new plugs gas in the carb. bowles and plenty of power to turn engine,this is my first time with a outboard dont know much about them,what is the compression numbers,and why wont it start?.
 
Comp should be all 4 cyl about the same.
Do a comp/spark test.
The kill switch hooked up?
Check the flywheel magnet,see if it's turning or stuck to the stator.
Post the results.Then I can add more checks.

Did it ever run?? If so when etc??
Check for TDC top dead center?Top flywheel middle mark,top piston should be all the way out.Or close.This can be sheared flywheel key ?Ignore bottom wheel.
Then into the fuel system.'
Ball pumping up?
Water in the gas?

talked to the guy i got this boat from,he forgot to tell me he had installed a kill switch in it.i will try to start it when and the rain stops,thanks for all your help.
