Choke on Chrysler 45

I have a question--in normal warm weather operation, when should the choke activate. My choke seems
to be functional, and I think it's adjusted right, but should it activate when starting every time? I dont
see any movement when starting. And although once the motor has been recently ran, no choking is
necessary, sometimes if it's been sitting for a few days it needs a little choking assist to start. How can
I tell if the choke is working properly?
 
Year? Model?
Remove the hood.
Turn on the key.
Push in the key.
Look at the front of the choke.
The choke should actuate the butterfly on the front of the carb.
Choke should only work if the key is on and actuated.
