nissan 5hp 4stroke high rpm issue

i have a 2000 NSF5A 5hp 4stroke, when it hits full throttle it seems asif the engine is hitting a rev limiter but runs very rough(motor bounces around).
it does this while in gear or in neutral, if you back off the throttle just a bit approx. 1/8th turn it runs perfectly. i have cleaned the carb/ adjusted the float, changed spark plug.

what should i be checking for and or replacing.

You are probably over-revving, and encountering the rev limit. The ESG staggers the spark to prevent you from blowing up the motor. That will cause the roughness at WOT. Do not ever EVER try to run WOT unless you are in gear and have a load on the motor.
