04 yamaha 2-stroke issues powering above idle

I have an 04 2-stroke that keeps bogging down when in gear. It will idle fine but when in gear it will only go up to about 2000 RPM and will slow until it stalls. It will start up and in neutral I can rev it over 5000 RPM, drop it back to idle than put in gear and go full throttle but it will slow back down again after 30 seconds to a couple minutes. I initially thought there may be water in the gas but drained the tank and all the lines but the issue continues. Any thoughts on what the issue may be?

Is this an OX66 or an HPDI? First, Check your mechanical fuel pumps for leaking fuel into the pulse port. You can do this by pumping the fuel ball. It will not get hard if the pumps are leaking.
