Compression minimum

I've got a 1956 Evinrude Fisherman 5.5 HP motor. I've replaced the plugs, points, coils and made the ignition system work. I'm using the 24/1 mixture oil in gas mixture, but it still wouldn't run. The tank looks good and does work properly. So, I tested the compression and found one cylinder to have 75 PSI and the other one has 78 PSI (tested with both plugs out).

I've been told I need at least 90 PSI in each cylinder for it to run. Is that true?

I'm unsure about how to proceed in the restoration process and whether going further is worth it for me as a beginner in engine work.

That motor will run with those compression numbers ! --------If spark jumps a gap of 1/4" ( do not test with a plug laying on the block )or better you have problems on the fuel side of things.-----------Plug wires hooked up correctly ?------Will it sputter if you put a bit of fuel in through the spark plug holes ?
