115 hp carb Tohatsu 3300 revs

Newbie from Australia, My 2004 Model M115A2 will only rev to 3300 after low oil light came on. We filled oil tank up warning light went out but will not go past 3300! Water flow is good no sign of over heating etc. Have disconected batteries to see if it will reset , no good.Have not been able to find workshop manual over here or anyone close by with experiance. Help!
 
Does the buzzer sound (and no indicator lamp)? If so, you are seeing an alarm for water flow. If water flow is good, check the water pressure sensor.

Thanks Paul, No buzzer no lamps, after initial low oil warning. Water flow looks good, motor ran us home at 3300 rpm for 40 minutes with no sign of overheating. I will test sensor after work today.
 
Hmm. No lamp, no buzzer? You should not be seeing any ESG, unless the wiring harness B has come disconnected. In that case, the LCD tach should be flashing "00", and RPM would limit to about 1500.
 
Tested all sensors all good, found a sevice centre on inspection they found carby 4 full of water! No sign of water in filter seperator! Very strange Motor now revs to 5600 rpm.
