minn kota edge 40 1 and 3 speed inop

what could cause the trolling motor to not have all 5 speeds...1 and 3 don't work..I looked at the speed switch contacts look good

there's a resistor for the speeds inside the lower housing that burns out... I haven't fixed it but the Minn kota help line told me
