9.9 johnson only runs on 1/2 to 3/4 choke.

motor runs fine choked, but when i open choke, motor slowly dies like a lack of fuel. also fuel tank has no venting from what i can see. after running motor for a few minuites then shutting down and open tank it makes a hissing sound

fuel tank has to be vented....what kind of tank?.....just open tank enough to break the seal and run it and see what happens.....dont run it with a completely full tank so you dont get splash out for safety purposes......
