99 evinrude 4 stroke cuts off at idle an has 3/4 throttle miss

I have been working on a 99 evinrude 4 stroke an the problem is it cuts off coming back to idle. If you slowly come back to idle it will stay running and it also has a 3/4 throttle miss. I have cleaned the vst tank an replaced sparkplugs an cleaned entire fuel system any ideas? thanks
 
Use a timing light ( as a scope ) and observe the flashing when it cuts out.----This is done to determine if it is ignition or fuel related.
