water pump need gacket can't find sn. number on motor a 1974 chrysler 70 hp

there is no water comming out. took the lower unit off, took the water pump apart every thing looked ok. put a water hose on the tube coming down with water on there was water that came down from the top is this ok or is something wrong. if any one knows how i can get the sn number please let me know and as you can see i know nothing about outboards thanks everyone
 
Hooking a hose to the copper tube and it comes right back down.Then the connector at the motor might be bad???
Serial# should be under the cowl.Pics always help.
What gasket?
