Suzuki DT30 1985 not pumping water to top of leg?

I have just bought a used 1985 DT30 outboard, on the front of the mid section of the leg are 2 small holes, the water from the pump is comming out these, so I thought it was pumping properly, there is also a very slight splutter of water comming out under the right side bottom of motor toward rear, someone has just told me that this is in fact the telltale water hole and water should be squirting out, any ideas what is going on here?
 
If you are you running it in a bucket then water must be well above the pump itself. Just covering water intake is not enuff.---------Running on a hose ? Running on a boat in the lake ?---------------On a new to you motor it is a must to install a new impeller. Impellers suffer from mis-use and time. New ones should be installed on a regular basis.
 
I thought it may need a new impeller, was going to do this over winter anyway, but looks like it will be sooner.

What about the water comming out the 2 holes at front of leg, is this normal?
